Flash Player Debugger option is greyed out

Hi folks,

 

I have noticed that my debugger option when right clicking .SWF files is now greyed out.  Long story short:  We decided to alleviate our Flex devlopers pain to include the 11.8 Flash Player update with the debugger throughout our enterprise.  Fast forward 4 weeks and users are complaining of slow response times on some websites.  After discussing with our Adobe account manager advised to split the Flash Player and Debugger products for only our flex developers.

 

So, now I have 11.9 installed without the debugger and working great,  problem being, now trying to create the debugger package and notice that the option is greyed out and cannot move this package along our internal process.

 

My understanding is that the Debugger dialogs can be suppressed by having a MM.cfg file on the root of the users profile with the coomand:

 

SuppressDebuggerExceptionDialogs=1

The problem I now see is even if I change this to value 0 i still do not get any dialog pop ups and have noticed the debugger menu being greyed out.

 

I have read various threads on this and all appear to state, remove and reinstall ensuring the MM.cfg file value is set to zero, but this does NOT fix for me.

 

Any help would be hugely appreciated.

 

This is on a Windows 7 SP1 physical PC with IE8 and FF 17.
