Why am I being told to install Adobe Flash 11 over and over?

I'm using Windows 7 Home premium and internet explorer 11.  I am unable to use Google Maps Street View or watch videos on some other websites because I'm being told to install Adobe Flash Player.  I've installed it several times but I keep getting the message on some websites that I need to install it.  I go through the installation process and it tells me that it has been successfully installed, but when I go back to those websites it keeps telling me that I need to install Adobe Flash Player.

 

Other than Google maps street view, I've encountered this on YouTube (with some videos but not all), The Weather Network, JibJab, and Toyota Canada, among others I can't recall right now.

 

I don't know if this matters, but the only toolbars I'm using on ie11 are the menu toolbar and the favourites toolbar.  I'm using Norton Anit-virus but I'm not using the Norton toolbar.  I'm also on the administrator account of my computer.
